The provider blob is always written in a transaction of its own, so its lock query stays the first statement and a lost lock race can be retried even when a caller already has a transaction open. A delivery report without our reference header is matched only to mail an org sent through the platform relay; it could bounce and suppress the same address for another org that sends through its own provider. A test send through the relay with a From off the relay's domain is answered at once instead of after a refused connection, a deferral report with no detail no longer notes 'Deferred: null', and the releaser no longer projects the whole schedule every tick for a day that is already decided.
