Bake the org's background order into config.json

kamo-login, kamo-register, the marketing site and KamoMeet all read the theme bucket's config.json for backgroundImageCount; backgroundOrder now rides alongside it, so the org-wide sequential/shuffle choice reaches all four on the next theme provision. Only the two known values are emitted — anything else is omitted so the client falls back to sequential rather than reading a value it does not recognise. The org PUT rejects an unrecognised value outright.
