SchemaCleanupRunner: ADD CONSTRAINT mlos_value_set_ownership_chk CHECK (platform_owned = (organization_id IS NULL)) — doc 02 §6.2: a platform taxonomy is platform_owned with a null org; an org-specific set is org-scoped. Biconditional `= … IS NULL` shape survives the enum-whitelist sweep. Catalog repo pkg already registered (Slice 1).
