Shipping all six children PLANNING was wrong for five of them. RETAIL, RENTAL, SERVICE, SUBSCRIPTION and PROCUREMENT are not new functionality — they are what CommerceType already offered with a null requiredService, i.e. anything an org holding POS could already do. PLANNING makes AppCatalogService report them unavailable, so the auto-provision loop never creates a row, so assertCommerceTypeAllowed refuses every NEW retail or rental market. The KI backfill covers markets that already exist; only availability covers future ones. Left as shipped this would have silently withdrawn a capability every tenant has today. EHR stays PLANNING and disabled: it is genuinely new, nothing behind it exists yet, and COMPLETED would hand a clinical app to every org on the platform via the same auto-provision loop — which entitlement fail-open would not stop. 1593 tests green.
