The agent health preflight must fail in seconds, not twenty

health() inherited the client's 20-second default. It is a liveness check in front of every KamoDesktop launch, and when the dev machine ran out of memory on 2026-08-30 the agent stopped answering without closing the socket — so every launch sat here for the full twenty seconds. The browser tab opens blank and only navigates once a link comes back, so what the user saw was a blank white page and no explanation. An agent that cannot answer "are you alive" within a few seconds is not healthy, so waiting longer cannot change the answer. It only decides how long somebody stares at nothing before being told what is wrong.
