The customer-visible note had a column, a DTO field and a plan page ready to render it, and no way for anyone to set it — so Harmony's was the only one that would ever exist, and only because it was seeded by hand. It is a second box rather than a "show this to the customer" switch on the internal note. A switch invites reusing a sentence written for colleagues, and the internal note is where staff record what was conceded and to whom; it can only stay candid if publishing something is a separate act of writing. Empty stays the normal answer — an agreement with no customer note still renders in full from its structured terms. Both notes are now labelled in the list, because the difference between them is the whole point and an unlabelled second paragraph reads as more of the first.
