Signature requests for the Docs manager, with new counts per member

The Docs manager gets a Signature Requests tab: every document a collection's templates sent out for signature, in three buckets by signatures (nobody, some, or everybody has signed), each with how many are new to this member. /api/esig/requests lists a bucket one page at a time, sorted and searched in the database. /counts gives each bucket's total and new count, and /seen records that a member looked at a bucket. What each member has seen lives in esign_request_views **************** applied by hand), keyed by member, collection and bucket. A request is new in a bucket when it entered that bucket after the member last looked there. Per request: fetch it, nudge the signers still waiting (a re-invite with a reminder line, at most once an hour per signer), withdraw it, and download the executed document, the certificate of completion, or both as a ZIP. Reading needs VIEW_DOCUMENTS; nudging and withdrawing need EDIT_DOCUMENTS. A request is only reachable through a template in a collection the member can see, at their clearance.
