The sign-out screen asked for img/bg/1-3.webp whatever config.json's backgroundImageCount said, so an organization with no backgrounds of its own was shown whatever those URLs held: the platform's photographs, which provisioning had seeded into its folder. It reads the count now, like reset-password and the sign-in page.
