Say that the status-label save is a whole set, not a patch

The endpoint's meaning changed underneath this client: a status left out of the list is now a deletion rather than a no-op, which is what lets a label be removed. Unwritten, that turns bulkSave into a footgun — a caller passing the one label it happens to care about would wipe the rest without an error.
