Rename the DocManager Organizer tab to Binders

The tab lists binders, so name it for what it holds. Points the tab label and the row action at the renamed dictionary keys (tabs.binders, addToBinder); the picker dialog title and empty-binder hint were reworded in the dictionary and keep their keys.
