Relay the compliance reports, evidence pack on identity

The org-wide reports need MANAGE_TIMECARDS. The evidence pack does not, when a member pulls their own — and that is the point. The pack is what an employee needs to bring a wage claim, and gating it behind an HR right would mean the only people who can produce the evidence are the ones it would be used against. A member in the restricted tier holds no rights whatsoever and is exactly who needs it.
