Publish the agent's cell when it is the only number they have

An agent's number can live in any of three columns and commonly sits in only one: e_phone_number on the team member, m_phone_number and m_cell_number on the member. Reading just the work line meant an agent who had recorded only a cell showed no number. That is a live case, not a hypothetical: extension 8080 set, no org line to hang it off, no work phone, a blank member phone, and a cell number nobody could see. The chain is work, then member phone, then cell — work first because it is what the org issued for business, the cell last because it is the most personal, but published, because an agent reachable only on a mobile is better represented by that than by nothing. Blank counts as absent: these columns hold empty strings on real rows, and a blank member phone would otherwise shadow a cell that was set. Lives in QuotePresentation rather than the resolver so it is testable without a Spring context.
