Move filter bar above grid headers instead of between headers and data

- Move filter bar outside AG Grid container, positioned above grid - Remove absolute positioning that was causing overlap issues - Filter bar now appears above field headers as a separate row - Remove paddingTop that was no longer needed - This ensures headers are always visible and filter bar doesn't overlap
