The consumer half of the compliance-timer breach loop (doc 03 §2.8; emit half already ships). ComplianceTimerBreachConsumer subscribes (durable JetStream) to **************** and, per breached loan, flips its BLOCKED orchestration coders to STALE via OrchestrationEscalationService (mutable, idempotent — already-STALE/GREEN/COMPLETE untouched). Adds **************** to @EnableJpaRepositories; enables mlos.outbox (so the sweep's emission is durably written + relayed) and the **************** flag. 5 unit tests.
