Force-set avatar via Redux dispatch after JWT redirect

The JWT delayed-load pipeline for avatars fails silently with disableThirdPartyRequests. Three-layer approach now: 1. Avatar.tsx _mapStateToProps falls back to participant.avatarURL 2. branding/overrides.js saves avatar URL to localStorage before redirect 3. After redirect, dispatches both PARTICIPANT_UPDATED and SET_LOADABLE_AVATAR_URL directly to Redux store once Meet loads This guarantees the avatar URL reaches the Avatar component regardless of the JWT/XMPP/delayed-load pipeline's behavior.
