First cluster triaged — chat channels are vestigial

Implementing gates for the 57 started with chat and the cluster came back empty. CREATE_CHANNELS, MANAGE_CHANNELS and MODERATE_CHAT have no feature: chat is real but there is no channel concept anywhere, ChatService holds a single MeetController with no channel code, and no chat component mentions channels. An earlier grep seemed to find six 'channel' files; all six were MLOS loan-origination channel — retail/wholesale/correspondent — an unrelated use of the word. That disproves the previous section's claim that none of the 57 is vestigial. These three are deletable, which is the category the original request asked for. Deletion is scoped but not free — enum, TS mirror, three parent-map edges, the taxonomy counts pinned in two test files, the unenforced list, the committed audit, and a KamoInitializer migration to purge orphaned rows before RoleRightsSyncService sweeps them unrecorded — and it is irreversible on live configuration, so it is recorded here rather than half-done. Also records the method failure behind every wrong conclusion in this document: inferring a feature's existence from a grep pattern. Confirm by listing the directory and reading a controller.
