Expose assigned-LO member id + phone for direct chat + presence

The merged LO/chat widget needs to (a) target the assigned officer directly in the borrower's live-support session and (b) query the officer's live presence. Both MediaService systems key on the member id, so /portal/assigned-lo now returns loMemberId (the accepting officer's Member id) and loPhone (from the officer's user record) alongside the existing name/NMLS/email.
