Drop the security level control from the batch settings

It was a disabled Select behind a "locked" tooltip, and a chip in the collapsed summary. Both reported a value the admin never chose: security level is derived from which of the two screens you are on. Showing a decision that is not the member's to make reads as a control they have failed to earn the right to use. Nothing about what gets created changes — the record builder still sends `securityLevel: isTeamMember ? 'TEAM_MEMBER' : 'MEMBER'`, exactly as before. Removing a cell left the member screen's grid with two of four columns filled and the mailbox toggle's two-line hint cramped in a quarter, so the toggle now takes the freed span there. The team-member screen comes out better than it went in: timezone, department, job title and status fill the first row exactly. `securityLevelLocked` and `fieldSecurityLevel` are now unused. Left in the dictionary — the key guard only fails on MISSING keys, and pruning would make every superseded sha unbuildable for no gain. Verified: tsc clean, `npm test` green (12 guards + 4133 tests).
