Drop redundant "+" — pen now sets the balance both ways

The credit-balance pen is now an absolute set-to-N editor (backend mints when the value is raised, invalidates the excess when lowered), so the separate "+" distribute button does the same thing the pen already does. Remove the "+" IconButton (and the AddIcon import) plus the now-dead distribute handler and onDistribute prop.
