Design for quiet hexheads and the per-surface notification spine

A minimized chat window re-opens itself on every arriving message. The hexhead should absorb it instead — count, thump, stay put — and only a conversation with no window and no head of its own should pop. Making the count honest is the larger half: three of the five conversation surfaces (social, SMS, AI) have no server-side notion of "read" at all. Once every surface has one, the counts belong on the nav as four independent indicators rather than one badge that quietly means "chat plus support".
