GET /mortgage-apps/{uid}/rate-lock (party-gated) → the loan's SAFE lock posture: LOCKED (rate + expiry) when an active, non-expired commitment exists, else FLOATING. Fail-open to FLOATING — never claim a lock it can't confirm. Backs doc 05 §5.
