Add Manage Own / Others Background Images rights (General group)

Adds MANAGE_OWN_BACKGROUND_IMAGES (165) and **************** (166) to RoleRightType, serviceType null so they land in the General settings group (mirrors the STATE_LICENSING_*_OWN/ALL precedent). Gate the per-member background-images feature on My Profile. Append-only; version unchanged.
